Q:  If the wireless carriers are sending X/Y to the network, will my PSAP automatically receive X/Y?
A:  No, the PSAP customer must request the extended ALI response format through his or her BellSouth account team before the X/Y data will be sent to the PSAP.
Q:  Once the extended ALI format is implemented for my PSAP, will I receive X/Y coordinates on every call?
A:  No, X/Y will only be sent to the PSAP when the wireless carrier has provided the X/Y coordinates to the database. There may be cases where the wireless carrier cannot determine X/Y or cases where some wireless carriers are not yet ready to provide X/Y.
Q:  If X/Y coordinates are not provided, what will be sent in the extended ALI response message to the PSAP?
A:  Once the extended ALI response format is implemented for a PSAP, every ALI response will have the longer message format. The X/Y coordinates will be in the extended portion of the format or it will contain SPACES in the X/Y fields if coordinates are not provided. Refer to BellSouth Technical Reference TR 73528 Issue 6 for the format of the ALI Response Message.
Q:  Will I get X/Y coordinates for wireline calls?
A:  No, X/Y will only be provided for wireless 911 calls when the wireless carrier populates the X/Y data in the ALI database. Wireline calls will always have spaces in the X/Y fields of the extended ALI response format.
Q:  Do I have to be Phase I capable or can I just start with Phase II?
A:  No, a PSAP cannot just start at Phase II. Even if they never "really" receive the 1st Phase I call, they must work with each WSP in their area to establish Phase I service capability from a "data" perspective. Phase I data (cell site address, etc.) will be the fallback ALI delivered to the PSAP if Phase II X/Y isn't available for any reason. Also, for the foreseeable future, most Phase II solutions will use Phase I cell site data to route the call to the PSAP. We also advise that at least a few Phase I calls should be received at the PSAP before activating Phase II.
