94-102 - Ensuring Wireless Compatibility with Enhanced 911 Emergency
Calling Systems
Recognizing that American telephone habits were increasingly shifting
to wireless communications, the FCC enacted Order 94-102 to ensure
emergency personnel could obtain the correct location information
for any wireless 911 call in order to respond in a timely and efficient
manner.
According to this order, wireless service providers are to introduce
Enhanced 911 services to the wireless market in two phases.
Phase I, to be implemented by April 1, 1998, calls for all wireless
calls to be routed to the appropriate PSAP with the correct call-back
number and cell site of origination. This information gives the
PSAP a number to call back if the call is disconnected, and they
can relay a general area of where the call came from.
Phase II, to be provided by October 2001, calls for more detailed
and accurate location information to be supplied to the PSAP from
the wireless caller. Since wireless calls do not come from fixed
addresses, this information is generally expressed in X/Y coordinates
using the longitude and latitude of the phone's location when 911
was dialed.
